David, I believe you can already do this. The ladder start rules allow both a 12km line and a 90 degree sector. So in effect all you do is note your finish height, then find the point either behind the line or within the 90 degree sector that gives you less than 1000m height loss- this point is then your start time. In effect the top (or exit point) of the start sector is defined after you add 1000m to your finish height. Hope this makes sense!
